New York City Department of Housing Preservation and Development (HPD):
HPD regulates the City’s stock of rental housing. Certain multiple dwellings, including “single room occupancy” apartments, cannot be altered or demolished without a Certificate of No Harassment from HPD. This department also administers the “7A” program, so named after Article 7A of the New York Real Property Actions and Proceedings Law, in which HPD seizes control of a multiple-dwelling building from its owner and appoints an administrator to oversee management and renovations. New York State Department of Housing and Community Renewal (HCR):
HCR administers the regime for rent-stabilized and rent-controlled apartments. A property owner may challenge determinations of HCR through a process known as a Petition for Administrative Review (PAR). Our firm can guide you through this complex process.
